IN continuation of my despatch No. 31 of the 19th instant, I have the honour to inclose, for your Lordship's information, a copy of a despatch which I addressed to Sir Ernest Satow yesterday, respecting additional taxation of native opium in the Province of Kuangtung.

Canton, October 24, 1904.
WITH reference to my despatch No. 100 of the 19th instant, I have the honour to state that instructions have been issued by the Viceroy for the levy of an additional 10 taels per picul as "tung chuan" (general tax) on all native opium coming to Kuangtung. Offices for the collection of this tax will be opened at Nam-hung (Nan-hsiung), Lin-chow (Lien-chou), Lok-cheong (Lo-ch'ang), Pakhoi (Pei-hai), Yem-chow (Ch'in-chou), Lim-chow (Lien-chou), Do-sing (Tu-ch'eng), Wai-chow (Hui-chou), and Swatow (Ch'ao-chou).
The collector at Ch'in-chou has already been appointed.
